IRP Conducts Bid Opening for Reconstruction of the Gardez-Khost Road

On 3 March 2008, IRP conducted a formal bid opening for reconstruction of the Gardez-Khost Road, to be funded by the United States Agency for International Development (USAID). Attendees included USAID representatives and the Governor of Paktia.

The current condition of the Gardez-Khost Road is a combination of unimproved roadway, partially graveled roadway or paved surfaces. Overloaded trucks and an under-designed road have caused extensive damage over many years of constant use. The winning contractor will be responsible for reconstruction of the road.

Three proposals were received from the following firms: BSC-C&C joint venture, Gulsan Construction, and Technologists Inc. Authorized IRP reprentatives started off by opening the submitted bids. Before announcing the bid amounts offered by companies, the IRP team acknowledged that the lowest price offer will not be considered the winner. The bids would be evaluated by IRP in accordance with established criteria, and priority would be given to the company who demonstrates an ability to perform quality work at a low price. It was also clarified that IRP reserves the right to accept or reject a bid which does not match the criteria.

The Governor of Paktia mentioned after the ceremony that “It is good for us to hear about rehabilitation programs in Afghanistan, and particularly in the Paktia Province. I will assist the winning company to build the road, as it is in the best interest of both the Paktia and Khost Provinces. His recommendation was to use local materials and resources which would also benefit the local community and company”.
