Overview. The Inter-Ministerial Commission on Energy (ICE) was formed by Presidential Decree on 7 November 2006 to stimulate inter-ministerial and donor coordination in areas of energy policy and strategic investment that cross ministerial boundaries. The ICE does not replace the authority of individual ministries with regard to their existing portfolios.

The purpose of the Advisor to the Inter-Ministerial Commission on Energy is to provide long-term technical assistance and support to the Government of the Islamic Republic of Afghanistan regarding the development and implementation of the North East Power System (NEPS), the South East Power System (SEPS), and the electric power supply in Kabul City to ensure the successful and timely completion of projects for expansion and rehabilitation of these systems. The Advisor also supports other tasks as requested by the Chairman of the ICE based on evolving needs in the energy sector. The ICE Advisor task order has been functioning as the ICE Secretariat since 1 September 2007.
